Youngstown Municipal Court is the Judicial Branch of
government in Youngstown, Ohio. The Court is presently
located on the 2nd floor of City Hall, 26 South Phelps St.,
Youngstown, Ohio 44503

The Court area is comprised of three courtrooms and offices for the Judges, Magistrate, Court Administrator, Probation Department, Case Assignment, Jury Coordinator and Service Bailiffs.
The Judges are the Hon. Elizabeth A. Kobly, administrative and presiding judge; the Hon. Robert A. Douglas Jr.; and the Hon. Robert P. Milich. Each judge is elected for a 6-year term. The judges preside over arraignments, felony initial appearances, pre-trials, bench trials, jury trials, preliminary hearings, probation violation hearings and other types of criminal proceedings.The civil dockets include personal injury claims, property damage claims and other torts, contract disputes, credit card defaults, loan defaults, eviction proceedings, small claims, trusteeships and garnishments. Upon request, the judges perform marriage ceremonies and administer oaths.
Cases are scheduled from 8 a.m. to 4 p.m. Monday through Friday, and at 4:30 p.m. Monday and Wednesday for minor traffic citations. The Court also serves the public with specialty dockets including a Housing Court and Suspended License Intervention Program.
The mission of the judges and their staff is to serve the community by fairly, efficiently and respectfully resolving criminal, traffic and civil cases in an impartial and fair manner.
